Default Kickdown cable slack?

With a TH350 and Q jet, should there be any slack in the cable at the carb linkage connection?? I think I have to press the GP down to far into the secondaries to initiate a down shift. I have a new adj vacuum modulator and have tried adjusting.....but it affects upshift too...so thats not the answer.

I have depressed the cable adjuster and pulled it all the way back away from carb. It is back all the way, exercising the throttle full open does not pull the cable adjuster forward even one click.
I have about 5/8th inch throttle travel before the cable stop hits the black plastic snap on clip and starts to pull the kick down cable.

Any advise or experience on this matter would be

Have you done the cable adjustment procedure? You need to pop the cable lock, go to WOT, and then depress the lock at that position.
