The lock cylinder is nothing but a lockable actuation rod that activates the ignition switch. There are no ignition features in the lock cylinder. Unless your lock cylinder has somehow seized up or has worn out its tumblers, there is no reason to replace it.
To get it out, you must have the correct key for the cylinder, and you must turn the ignition to the "on" position. You then use a steering wheel puller to yank the steering wheel, carefully remove the horn ring, turn signal lever, and move the turn signal switch out of the way. If your car is "virgin" and has never had the lock cylinder pulled before, there will be a thin metal membrane covering the lock cylinder release slot. You have to break through this thin metal covering, and then depress the release button inb the cylinder with a small flat bladed screwdriver or a narrow feeler gauge. The cylinder then pulls right out.
