So you did not have to remove the water pump pulleys to get the AIR pump belt on? On my 80 the water pump pulleys and the crank shaft pulleys are very close together. Almost touching. Do I have them on right?

There are two water pump pulleys. The first one to go on is a double groove that runs the alternator and a/c. The second pulley is a smaller diameter single groove that fits over the front of the first pulley. When assembled they don't like like two separate parts. The smaller diameter groove is what runs the smog pump.
I just ran out and checked my car. You shouldn't be having problems slipping a belt onto the water pump pulley.
The main problem was that I am an idiot! I was trying to put the AIR pump belt in the wrong place. I am all set now. Sorry for the confusion. I will make sure I have my $#!+ together before I confuse anyone else.
