What is the purpose of this wire? Do I need to hook it up?

That looks like a replacement cable. Normally that wire would go to the body. Since the Vette is a fiberglass body it isn't needed.

Where is the other end connected to? If the ground wire from replacement cable then cut it off, so it can't reach the positive.

That is a replacement cable. it's for a front mounted battery to have a second ground on the header panel.

I will just tie it off and be done with it. I have the big ground wire going down through the grommet and attached to the frame.

I have the same thing in my '79, it's bolted to the DS rear seat bolt. I'm taking it off.
