What year is your Vette? The 78+ cars have the window switches in the shifter panel. You'd need to remove the side panels to the center console (3 screws in each) (easier if the seats are out also). Then remove the top cover to the center console. (4 screws)
The pre78 cars had the switches in the armrest/parking brake console.

Sorry, I should have looked at your profile to see what year car you had. Mine is a '71 and is quite different from yours. Hopefully, someone else will respond with accurate instructions.

Since you said the interior lights dim when you push on the switch I would go first to the motor.Its common for the motors to do this at full up and full down.One thing that happens is the inner door where the motor is mounted starts to flex and allows the mechanism to jam at the top and the bottom.Sometimes the regulator mechanism actualy breaks the lower mount and that allows it to flex and jam up.(Its the same as when the window is all the way up and you push the button towards up-the window doesnt move and the interior lights dim.)If you get it freed up make sure the window stops are stopping the window and not the motor just because it cant push anymore.
