After removing the waterpump (first) and then the heads I noticed I still had water in the engine block as high as the bolt holes (for the heads), is this normal?.
I thought that by removing the waterpump the coolent would be in level with the waterpump or is this only on a big block
Normal on a SB. If you want to drain the block take out the 2 plugs, One on either side right by the pan rail. These are the drains for the block. Remove them and there might be a little crud built up. Take a sharp object and poke any crud out and the block will drain.
The waterpump passages are about level with the head at half deck height, the lower bolts will all be below water level and only the top ones will be clear of coolant. Drain with teh 2 plugs on the bottom instead.

Now these holes, after the plugs are removed, can get clogged and covered with scale and sediment. With a catch pan under the holes, you can use a small screw driver or awl to poke through the blockage, and allow the coolant flowing out to clean it. Later, chase the threads with a tap, clean the threads on the plugs, and re-install after the block is drained and flushed.
