The cable seems to be working because when I put in in revese I can turn key back to lock position. When it is not in reverse it will not turn back to lock. ?????

One of the pins in the lock could be holding it up

I wonder if the column lock is letting the key turn all the way to the locked position. You could try working the mechanism at the under hood location and see if that lets the key turn more toward the off position.

You need to loosen the bolts on the bracket that holds the lockout cable and move it till the key will come out this is the adjustment method. Then tighten them back up.

I would suggest that you remove the cotter pin and release the backdrive cable from the lower lever on the steering column. Now can you move the lever further to the full UP position? Now try to rotate the ignition key to OFF-Lock and remove your key.

If this does not work, I would think that the lock cylinder may be defective.
