I believe this connects to pvc valve on driver sid e valve cover .On my 78 it also T's off to a canister under brake booster I am not sure what canister is for . Hope this helps.
It looks like you have some plugs in the thermostat housing.I believe tha port went to a thermo valve for either the heat riser or the EGR.
edit-hmmm no I'm not so sure on second look I think maybe antongonza might have the answer.

PCV line is the large one in the center of the baseplate. If you don't hook up the "open" one you asked about, put a cap on it so that you don't lose vacuum.
What you need is the Emission Hose Routing diagram for that year. I still have a sticker under the hood of my 80 and I guess yours is missing. 7T1vette is correct, you need to cap that until you find out what goes there.
Not sure if the 76 year model had the canister located on drivers side near firewall to help purge fumes from the fuel tank. That’s where this fitting is on my 77 carburetor.
(Not seen in photo) Above the fuel filter housing there should be a accessory port, this is where the vacuum supply line would go to the thermostat housing if thermo switches were installed.
Sure enough...charcoal canister. Got the idle nice. Now if I can find out why it hall ***** but when it hits second the thing bogs out. Maybe a rebuild is in the future for the carb.
