Default Kick panel vent questions

Are the kick panel vents on my 81 for use only with A/C? Last night I freed up the stuck vent door on the passenger side, but cannot see that it opens under any position of the controls. The vacumn canister seems to be working, but there does not seem to be a lot of vacumn pulling on it. What controls the driver side as there is no canister on it?
When I turn on my fan, I get air from both sides of the console front only. Nothing is coming from the vents above the gauges or the flip vents in the dash. Defrost does not seem to push out much air at the windshield either. Does it sound like I have ducts disconnected behind the dash?

Carl,

There is no fresh air duct on the driver side. The driver’s side on a car with air conditioning had a fiberglass plate that covered both the upper and lower vent holes used on a non a/c car.

The passenger side vent has a vacuum pod that controls the door opening and closing when you turn the air on maximum or fresh air.
