Just dropped a new small block in my 69 vert. New rebuilt quadrajet from Summitt. Started it up and smells of gas so bad. Tried turning in the screws to lean it out and with a screw all the way in it still didn't stall. Put both screws 1.5 turns out and the car now runs like cra*. Next, tried another quadrajet I have and again, the smell of gas. Running so rich.Someone told me maybe a vacuum leak??

Sounds like you might not be running enough timing advance. You should set your timing per Barry K's "stickie" and see how it runs then.
Matt and SXR6 are right on - first thing to check is fuel pressure - did your new engine come with a new fuel pump, and if so what pressure is it putting out?
If it's a "race" pump, it's overwhelming your needle and overfilling the fuel bowls.
I'd look to the pump pressure and fuel levels before looking at anything else.
