I was thinking of changing my starter on my 74 to a gm#12563829. The new starter only has hook-ups for 2 wires my old starter has 3 hook-ups. i"m using electronic ignition. is it as simple as leaving one wire off?

Yup. Did the same thing on my '69 years ago. As long as you've got a quality electronic ignition system that doesn't use that silly ballast resistor, you don't need the starter (resistor circuit) shunt.
If your system retains the ballast resistor, you'll probably still be fine not hooking up the shunt wire. That starter/coil wire is just there to compensate for the lower coil current when the starter pulls the battery voltage down during cranking. At low battery instances (like when you flood the engine and are cranking for quite a while), the ballast resistor is not your friend.
