All of my readings were taken with the ignition key off.
Hmmm I'm not sure at this point why you would have a reading of .18v from the block to the wiper case.There has to be voltage present to go to ground through the meter to get a reading.Not sure what has voltage the block or the wiper case.Is this with the courtesy light fuse in or out?
(The courtesy light timer is part of a delay light system like a later model car.)
Let me throw in one more thing. The car has been sitting up about a year while I did some work to it (repaint it, remove interior to replace carpet, replace dash, replace stereo with simple aftermarket, fix clock, fix tack, fix speedo, replace courtesy light door swithces, replace door ajar switches, install new a/c controls, etc). While doing this work I noticed that one of the wires for the plug to the steering column was not installed in the plug. I put it back in the plug. I don't remember the color of the wire, but I thought it was odd that the colors on one side of the plug don't all match the colors on the other side of the plug. How can I tell if the steering column is the correct one for the car?
Prior to this work the battery did not drain down.
The fuse for the courtesy lights was in when I took the voltage readings on the wiper motor housing.

Before going after your clock just try disconnecting the the harmonica connector at the column and see if the draw goes away.One of the wires going into the column makes the key buzzer work off the courtesy lights that could be the problem.
