You'll need to remove the radiator overflow bottle from the passenger side inner fender.
Then just lean over with a flashlight and you'll see the four perimeter hex head screws that hold it in place. Note there is an air tube to disconnect along with the wiring.
So long as you can lean over and work kind of upside down it's not too hard.
The problem is [most likely] a very dry "permanently" lubed bushing or bearing. You can squirt oil on it and it will quiet down for a while...but you will have to continuously repeat this and it's not worth the trouble. When you buy a replacement, make sure it is not a "cheapo" unit with a much smaller motor winding inside the housing.
