Ok, so I have my harmonic balancer off the engine and sitting on the bench. Question; Are there any wittness marks on the balanced that show that the outer ring is oriented correctly with the hub?
Seems that there was a comment made on here a while back addressing the issue that the outer ring sometimes can "shift" making it dificult to properly time the engine.
FYI: After 107,000 miles, the cam gear was the worst I have ever seen! It actually had several broken teeth and dozens of radial crackes in the outer nylon ring and there is evidence that the chain was actually slapping the cover.
Yes there is. Not sure exactly but the keyway on the crank should be in the same relation to the scribe mark on the balancer. I'm not sure of the orientation though. Someone with a new one should be able to tell you the position on the two. If it is the original balancer after 107K miles and many years I would replace it anyway. Chances are the rubber is shot.

Those teeth are probably in your oil pan ... near or IN your oil pump pickup screen ... suggest you clean out pan & screen real good. Condition of your old plastic "silent" cam gear is normal but of course needs cleanout & replacement. Many will poopoo this but ... that plastic lasted a LONG time ... if your cam&springs are OE, you could put new one like it (silent) right back in there.
I have a note on balancer/damper that reads: ... "pre-69 engines have the TDC mark 2* to the left of the keyway centerline. The '69 to '85 dampers have the TDC mark 10* to the left of the keyway centerline." ...
Just a guess ... but if your timing set is trashed & motor has 30-odd years & +100K miles ... likely OE balancer rubber bonds are weak so it also needs replacement. You can get an OE type replacements at your local parts store ... "PIONEER" is a quality damper brand and "CLOYES" is a quality timing set brand.
There is a guy here in CA, Damper Doc (google him). He rebuilt my 7 inch (68 L36), scribed new timing marks as well as every 90* for easy lifter adjustment. $90 as I recall.
