fluid won't flow

fluid won't flow
new brake system booster, MC all lines flex and metal. Could not bleed. I have motive pressure bleeder and vacuum bleeder, even both at same time moved no fluid.
I removed Porportioning Valve and blew air in from all four wheels (thru bleeder screw) and heard the air come out other end of lines. blew air thru porportioning valve and it went through. Tried bench bleeding MC again and held lines out of fluid on push so I could see it flow.
what is going on?

Did you take the old valve apart to see why that happened? I though they would at least flow fluid to one side. PG.
