Default Q-Jet ?

Is there a way to adjust the high speed idle on cold start, on my 75 Q-Jet. It starts out @ 1700 and then goes to 2200, and I have to wait awhile to knock it down.

The high speed idle adjustment screw is on the passenger side below the choke housing.

That is the choke pull off adjustment. It sets how far open the choke blade sets immediately after start up.
