I'm pretty sure that it ai caused by the sloshing of the fuel when you stop and go. Mine does that too but then it settles down. That when I'm sure thatis how much gas I have. My fuel guage is off by almost 1/8 of a tank. So I do not go below a quarter a tnk of gas.

If it reads correctly when sitting still, then the dampener inside the gauge around the needle is dried out and allowing the needle to respond to the tank sender signal too quickly.

Either the slider rheostat on the sending unit [in the tank] is going bad or there is a fault in the gauge wiring (break in the sender wire or break in the grounding) for that unit. It could also be corrosion on a ground or signal wire connection.
