Funny.... I was just thinking about that last night....
I'm going to use the new shims and the old saved bolt nubs to "hang them" on - to mark the correct location for the holes. Outta be perfect.

PS: Are you saying they waited until after 1982 to add the cotter pins?? Was it a recall of sorts?
What he means is they started using the slotted shim/cotter pin setup in '69 and used it until the end of the generation in '82. I drilled the cotter pin holes in my '68 this week; it works just like you said, you put the bolt in and put a shim in place on the inside and line one up with it on the outside and mark your hole. Just a note, the cotter pins that came with my shim kit are barely long enough for the job, I'm going to use safety wire also.
