This is a 2 barrel on a 86 Searay boat.
When I shut it off, I can see fuel dripping from the round tubes, I forget what there called.
Is that a bad needle & seat? Float setting?
Its got a standard mech. fuel pump.
I know the needle & seat in it is only 2 yrs old & gets run about 6 times a year. But I still suspect it.
Napa wants me to buy a whole carb. kit just to get the needle & seat.

The round things are called the boosters. Either the float level is too high(or is sinking due to holding fuel) or the needle and seat is bad. I'd check the float first. If you're careful, you can disassemble the carb and check these issues without needing parts. The needle and seat assembly are pretty sturdy parts and shouldn't ordinarily need replacing. You may have some dirt or varnish on them and a simple cleaning will put them back in business.
Since you say the needle and seat is only two years old, I would rule out it being at fault. Did you just put a kit in, or did you replace the carb? Try pulling the carb and flip it to drain all of the gas out of the bowl. If it is just a small piece of crap in there, that should dislodge it. Bolt it back on and see what she does.
One of the mistakes many people make is replacing or reworking a carburetor, and not doing anything else with the rest of the fuel system. Yes, you may have cleared up any dirt problem in the carb, but dirt in the tank is just going to get pumped right back into the clean carb. The tank need to be cleaned and the lines need to be flushed as well.
A positive filter is essential, even more so than on a car. The spring loaded filters in Quadrajets and 2 barrel Rochesters made in 1970 and later are not very effective. When they catch any debris they clog up. Fuel pump pressure will overcome the spring pressure and let the dirty fuel bypass the filter.
Another problem with boats is moisture. When storing a boat, it needs to be with a full tank of fuel. Any empty area in the tank will accumulate moisture. Treating with Stabil is recommended if it will be months before being run again.
It could be dirt on the needle and seat or bad float setting. You didnt mention what kind of carb.

Boat runs great, but you have to floor it to start it, (warm), because it floods itself when you shut it off.

All I did was replace the needle & seat without removeing the carb.
She allways gets stabill in the winter.
Has an inline filter.
What is wierd is the needle has a spring in it, were it rubs the float.
I was thinking about stretching that spring.

Did you notice any crap in the bowl when you changed it?
Theres no clip on it. There is a spring on that plunger that the clip you show is attatched to.Probably for bumps, as Ive seen them on dirt bikes also.
