I have never heard of a "conditional" title. What is a "poor" bill of sale? State/Province/Country? When you post people need details.

by poor bill of sale i mean something like this
I Person A sell this CAR 1z1234645768 for 200$ to Person B
and no i did not pay 200$ which is actully what the bill says, also i can't remember if there are signatures on it or not, seeing as (i think this was a mistake) i let the special investigator take it.

well you have a dilemna on your hand.....on one side if you are not into the car too deep you have a great fun project.....on the other what ever you spend on the car you may not get back.....this is the perfect car to drag race, or road race since the titleing aspect will never be an issue.....if you plan to restore it you probably should figure out an exit strategy so you don't get too upside down in it.
In future if you have to deal with State employees, provide only photocopies... you probably do have a real problem now! Can you go back to the seller and get a "nicer" bill of sale? What year is the car... in Georgia if it is more than 25 years old no title at all is required... even your "poor" bill of sale would allow you to register the car. BUT... if you invest the requisite time and funds in such a car, be aware that (for instance) states like Florida require titles for any motor vehicle to be registered there. Check your local laws and I hope you can part it out at no loss if it's not registerable.

That's not what it means at all. We have the same thing here in Texas. I think we call it a bonded title, but same thing. After three years, you can apply for a clean title. It just gives any owners a reasonable amount of time to lay claim to the car if there should be an ownership dispute. There's nothing wrong with it other than you have a tenuous hold on the car until that three years has passed.
