The pattern suggests that it was on top of the locking star, but I don't beleive it's anything GM put in there. Maybe someone had some problem with the horn at some time and Bubba'd a fix.

If there are not enough spacers or shims the horn ring will contact the star bolt and the horn will sound continuously.
This probably insulated the contact.
If you have all the right pieces for the column and you put it together correctly, it should work just fine. Whatever that is under the star-adjuster (for tele. function) was installed to prevent the horn from actuating continuously. If you still have that problem when you get done, look elsewhere for the cause.
When you start to fix your horn, be sure to down load Jim Shea's papers and you may want to contact grandmastercorvette, he is a supporting vendor. Jim's paper are a wealth of information and Dub at Grandmastercorvette saved me $$. I now have a functioning horn. Good luck.
