My '69 has it. However, according to NCRS Judging manual: "...was used sporadically until late in production when it disappeared. There is no pattern for this use, but it seems to have been more common on 427 cars."
72 did not use a hood pad. Some 69's had a short pad at the front of the hood, mainly on big blocks, but small block cars have shown up with them too. After 69, they weren't used again until 73, when full pads were installed on all Corvette hoods until 1980, when they were again eliminated.

Quite true. In 1973 cowl induction was introduced and the sucking sound from that was fairly loud. I guess the pad was an attempt to cut down on the decibels. GM gave up on cowl induction in 1976.
My 73 also had hood insulation. I removed it when I cut the hole for the supercharger. It was pretty messed up from age, and an engine fire. I also chiseled off the retainer clips. I'm thinking about putting some insulation under the hood again some day, but it's a low priority at the moment. I'll be lurking to see what others suggest or show that they've used.
