There is a safety switch on both manual and auto trans '70 Corvettes. I have a manual, and I can't turn over the starter unless the clutch is depressed. On mine, I belive it is called a "neutral safety switch", but that might be the name for the auto version.
Assuming you have checked all battery cables,
either your iginition switch on top of the column needs adjusting,
or your netuel safety switch is not working correctly,
or Cardo is righto flip the copper disk in the starter solenoid, or replace, it.

He got it fixed. He had a ford type remote mount solenoid and the small terminals were mis marked. Once he got that straightened out the engine turns over.
