That's a novel approach ... but it depends on battery, and lack of brake lever would be a problem for me at registration time.

What interests me about your solution is that you seem to have improved the brake performance by increasing the pull on the cable. I had formed the impression that the flaw in the brake design was insufficient leverage at the shoes -- meaning the shoes can't press against the drums with sufficient force. I didn't think an increase in tension would overcome that basic flaw.

They due hold better this way & I don't drive away anymore with the break on which I have done many times. A bypass switch would work to get it through inspection,but I don't worry about that since getting antique plates. This is a simple solution to a problem on most C-3's

Why? It's quite literally just a single lever that spreads the pads apart. More pressure on the lever means more pressure on the pads.

The shoe lever and scissor mechanism doesn't seem to be anywhere near as effective as a motorcycle drum brake spindle-and-cam mechanism.

It would be interesting to know how many pounds force the standard brake lever applies.

Addressing the SS issue. Years ago some of the SS shoes were not made right and wouldn't contact the drum correctly so less the than the entire face of the shoe was being used. The shoes would flex and didn't give a solid feel when pulling on the lever. Also some of the SS mechanism was too thick and would not go through the backing plate. I stopped using the SS shoes back then and even after the problems were corrected didn't use them because I didn't see a real advantage.
