forgot to ask... any suggestions to stop the fuel leak between the carb and fuel line? It just drips fuel. I have tighten the line up but still leaks. Afraid if I keep going the threads will strip or crack the housing.
My '77 and '74 Z28 have/had dual throttle cable springs, your '80 may/should have same. One outer spring and one inner spring that nest inside outer. Lack of proper throttle return springs will add a little excitement to your life in a hurry. Sticking or binding cable will do the same. If choke not working faulty linkage could bind throttle shaft also as others have suggested. Individual parts like choke are not available at any parts stores I have seen and are normally out of adjustment not necessarilly broken. Check springs, cable and linkage. Lars made me take off my double spring setup as it puts a lot of force on those components. A high quality single spring is safer.
After looking at your pictures, I see why you have a fuel leak between the carb and fuel line fitting. That fitting, if it was the correct one and I believe it's not, should have a squared off shoulder that tightens right up to the carb. And between the carb and "correct" fitting should be a very thin flat metal washer! Don't tighten that fitting that's on there any more or you will strip the threads for sure. Get the correct fitting and washer.
From the sound of things in your story, every time a change was made at the carb., somebody changed something else. That fitting is one of those things that was changed and not for the good. You have some troubleshooting work ahead of you.

Always use two wrenches when you loosen or tighten that fitting. One for each hex on either side of where you are 'splitting' the joint. Many carbs and/or fuel lines have been wasted by using only one. There is [or should be] a fuel filter inside that fitting. It should be replaced when you go back together with it. Note how the filter & spring are assembled when you take it apart so that you can reassemble it properly. Also, that 'washer' described can be a [soft] metal part, a durable plastic part, or a fiber washer; but there needs to be one in there when it goes together. Hopefully, there is not any crack in that fitting from work done earlier by the PO.
