First thing to do is to follow procedure to "balance" your P/S Control valve, then verify you have correct fluid level in your P/S pump, then see what happens, assuming you have found no other visable leaks/problems.
I need to know a bit more about the facts concerning the overflow:
1). Did you just do some work on your power steering system? Before it overflowed? Replace the gear, pump, hoses, etc.
2). Was the fluid white and foamy when it overflowed?
3). When the fluid warms up the fluid expands. That is why there are two marks on the capstick (FULL HOT and FULL COLD). But unless the system had been severly overfilled, it should not overflow.
4). If there is entrapped air in the system, the air can work its way up into the pump where it gets thrashed by the vanes in the pump and the fluid becomes frothy (foamy) and now it takes up a lot more volume.
