I installed a new carpet set in my '71 a few weeks ago. I used 3M spray adhesive which i wasn't too impressed with....but didn't end up needing a lot of it since the carpet seems to only need to be glued in certain areas.
My issue is behind the seats where the carpet curls over the top of the little wall between the seats and rear storage area. The 3M stray stuff doesn't seem to be strong enough to keep it stuck on the back-side of the wall near the storage compartments. So when i open the storage compartments the doors are hitting and lifting up the carpet that's curled over the top of the wall behind the seats. (hope i explained it ok)
Going to run out after work ot see if there's anything better at the Home Depot to glue it down....is there a better glue that anyone can recommend?
I did my carpet a few years back and if my memory serves me correctly there are different grades of 3M. I didn't have any issues with the second can I bought but due believe I had to up grade.

Actually, I think the general trim adhesive is better, but at HD or Lowes, get some brush-able contact adhesive for the hard spots.
I've had good luck with Permatex carpet & headliner adhesive. The key is to spray both surfaces, let dry at least 5 minutes, then spray one surface a second time, let dry 2-3 minutes and then install.
3M worked for me, just make sure you spray both sides and let it really tack up before you try and make it stay. then I used about 6 of clamps and left it there for a few hours and it has been fine for about 6 months now.

It sounds like the carpet might be puffed out towards the doors. Is there padding under those few inches of carpet that curl over the lip of the bulkhead? Could that be part of your problem?
My original 71 carpet had a padding strip there, but it was jute material that was quite thin.

3M makes a product called Super 77. It is the stickiest crap i have ever seen fly out of a can. Did full carpet kit on my 70' Baja Bug and front carpet kit on my 74' Stingray. Bug was about 2 years back, Vette has had a couple months now... the bond on both cars is still strong... even if i get in there and tug on the carpet a bit!!!! My $.02!
when I replaced my carpet I was able to tuck a 1/4'' of the carpet under the front edge of the storage compartment then I used super77 to glue it up the 3'' wall then over the top and down the entire bulkhead wall ............just like it came from the factory
was your carpet not long enough to tuck under the compartment frame?
not much but at least 1/4''.....it realy helps hold the carpet in place.

3M also makes Super90 for industrial use only (yeah RIGHT!) That is my weapon of choice when I install carpet in a C3. I also use a couple of 2X4s and some clamps to hold both sides of that verticle panel behind the seats for 24hrs while it's drying.
