Default 78 Delay Wiper Question

I just want to confirm something with those who know more about these cars than I do

Is it correct for a 78 with delay wipers to NOT have a wiper fuse (in the fuse box_ but to have a cardboardish looking square piece that snaps into where the fuse goes and this piece has two wires running off of it. The two wires appear to be sodered on the panel with shrink wrap around where they connect.

My delay wipers work fine with it and the delay function does not work when I replace it with a regular fuse. It just seemed odd to me that GM would use something like that to run the wiper system from the fuse panel.

Thanks,
Dan

Yep, factory. I believe there's an inline fuse....
Non delay wipers the little board is in the harness but not plugged in.

That's it !! I was afraid that someone had "bubba'ed" my wiring system.
Thanks for the picture!

Does seem a bit bubba (especially with black tape wrapped around)but in this case GM was the bubba.

Think I got a real Bubba--don't have the card, but a useless fuse in there. That explains a lot. At least I have 2 wiper speeds

No flippin way!! Ize ainst got no card in my awto mobile.
Is that why I dont get fast wipers just slow & slower? as shown in the pics I'll have to search for the brown & yellow leads, they should be somewhere under there?? Anyone have a pic of the card without the tape? Or any idea where to get one or how make one or, or, oh Man this car makes me wacky. HA!

I DID state that the little board would be in the harness whether you have delay wipers or not but I'm really not sure now.
I know the AIM states to remove the fuse and plug in the board for delay but that may be in conjunction with installing the rest of the delay wiring(page 142).
Are you sure you have delay wipers?
There's a main controller, or module, under the radio.
Someone could have replaced the switch, I've heard non delay switches are hard to find.
Another clue. Does your wiper motor have a red(i think) wire coming out of the plastic cover?

Confirmed, I do have a red wire coming out of the wiper motor plastic cover. (passenger side, one single red lead) My car has the convience package with all power options yet I never looked for the main controller. I will be in the dash in a few weeks for a head unit install & I'll be playing the "while I'm in there" game & be sure to check. Didnt some have the controller in the rear compartment behind the seats?

Just to avoid confusion, the little bubba circuit board installed in the fuse slot is a 78 only feature.
