Both bolts go in from left to right.
No washers on bolt side
Lockwashers only on the right (nut) side
Castle nuts with cotter pins to finish it.

My 71 AIM agrees with PD's 76 info.
I remember that at some time one bolt went left and one bolt went right... maybe in the earlier 63+ years?

My 65 both came in from the left....pretty sure they were original. I did some searching in C2 about removing those things....what a pain. I think someone even posted that GM specified their removal back in the day by drilling holes in the body to slide them through the stowage box behind the seat
