Over Flow Tank Cleaning

I'm cleaning & painting an engine compartment on a 76. I'm removing everything so I can do the fire wall, inner fenders, frame etc. Has anyone got an idea for removing the brown gunk in the over flow tank ? I've got the outside nice & clean but now you can see the brown spots showing thru. I've got it filled with bleach right now but don't think that will do it. Any ideas welcome !

If its out of the car, I used a shop rag hot soap & water. Shake well.
the rubbing action should do it. Mine turned out like new

Hot water and shop rag worked pretty well and then I threw a piece of steel wool in and shook it arround with the hot water and she came out sparkling.
