Changing the length of the column is not permanent on the C3. You can extend the length of the column by tapping on the metal part of the rag joint using a wood block and a mallet. No big deal
We can be fortunate GM changed the column to this design for the C3. The same Borgeson kit will fit the C2, but the column has to be removed and cut

Helping a friend with his 66 soon. I am afraid to ask what that process is like to shorten the column. Any advice is appreciated. Thanks.
John 65, I am not familiar with the C2 column, just going by what the instructions said. So just out of curiosity I did a search in the C2 section, it looks like quite a few members have done this swap & they've all had to address the same problem
Ask the C2 guys how they did it, I'm sure you'll get a more satisfactory answer than I can give
