Same guy that designed the plug wire routing in 68, I'm sure. (Here grab his "you-know-whats" and let this little guy have at it!)

Is he the same guy that positioned the top left bolt on the brake booster?

I think he started his design career with deciding where to place the heater core on air conditioned C3s and all C4s. You know, the heater core that is basically GM part number #1 (and all other parts are built around it).

Now, I'm not defending anyone here, but don't forget the need to shield the plug wires so the electrical noise wouldn't bother our radios. That is most likely why they are routed as they are. I don't think they were too interested in how things would be repaired, just get the needed results.
Here's something interesting. I once worked with a woman who worked in the prototype area for a while at Packard Electric (where most GM wiring used to come from) and she told a tale of how some engineers wanted the new C4 engine wiring harnesses to use all black wire for "looks". I don't know how much time and money they wasted before they finally gave up. She had to show them how difficult building such a harness would be. Could you imagine trying to trace down an electrical problem with all the wires one color? OUCH!
