You can get into the console and put a jumper across the wires.

If there is nothing in front and back of the car, you can turn the key to start and move the shifter through the gears. It may try to start and it will lunge if it does, so be extremely careful if you try that.
I am assuming you have an auto tranny. Remove the cover on the lower console. The NSS is mounted to the side of the shifter mechanism. You can disconnect it from the wiring (connector plugs) and use an ohmmeter to detect a 'short' condition when the shifter is placed in NEUTRAL or PARK. If there is no connection made when moving the lever through the gears, the NSS is bad. You may find that the electrical switch connection is made, but not in the correct positions. If so, adjust the switch so that connections are made only in NEUTRAL and PARK.
If the switch is working as expected, your problem is likely to be a bad starter solenoid, a defective distributor [electronic] module, or a break in the ignition wiring somewhere.
