I believe you have to remove the pin that holds the rod from the actuator to the headlight assembly. You will have to experiment screwing it in and out until you find the right setting.

I agree that it could need an adjustment on the clevis.
But, in order to do that you really need to loosen the 2 adjustable stops first (1 for the 'up' position and 1 for the 'down'). If you just move the clevis on the rod you may end up with the same problem but in the up position.
It could also be that just the 'down' stop needs to be adjusted.
If you have the 71 AIM the procedure is shown in UPC 12, Sheet A 3.
