Fuel sending Unit OHMs reading
I also noticed the fuel gauge was also bouncing until the fuel in the tank was steady.
I believe IF the float in the tank moves at all, the signal sent to the gauge changes.
But, there must be some sort delay/buffer in the gauge because IT is very slow to respond , and also moves slowly so it's not 'dancing' around as the car goes up and down hills, and hits bumps in the road.
Stick your hand in the tank, move the float up and down and watch what the gauge does.
