Flip-up cowl stuck up
Is there a vacuum tube, wire, or actuator that is fragged?

Is it possible that the wiper door 'over-ride' switch is pulled down? This is the interior vacuum switch located below the steering column. It's the one on the right.... if it's pulled down the door stays open all the time.
If that doesn't help you can remove the black rubber plug from the end of the wiper door actuator, (looks like a soup can or 2 pie plates), that's located on the right side of the firewall in the engine compartment. After you remove the plug you can push the door closed.
If this doesn't help your problem you need to get some trouble shooting information for the wiper and headlight systems. Check the Willcox Site on this forum.
