I have a question on what this ground strap is to?
Also, the butterfly on the rear of the carb, can you adjust it, because my car really starts to move when you let off the break. Or does the choke pull off control this?
Yeah. I'm trying to figure out how to 'ground' fiberglass. If the bolt/nut going thru there is connected to the [metal] birdcage, that could be the primary interior ground. Right now, that strap is just shorting out a couple of the blower speed resistors.
Nope. On my 78 pace car, that strap goes exactly where ...Roger... says: One end to the upper rear bolt for the passenger side valve cover, the other end to a stud on the passenger side of the plastic RFI (radio frequency interference) shield that slides over the distributor and plug wiring near the distributor.

Quadrajet? If so, the only "rear butterfly" adjustment available is for the air flaps on the very top of the secondary throttle ports; and that's just for the small spring that controls how fast the air flaps open. See Lars' Quadrajet papers on how to set this up. There is also a pin in the end of the passenger side of the secondary throttle shaft that restricts the secondaries from opening until the choke fully opens.
Check this by setting the choke closed on a cold engine. The tip of a lever in the choke linkage assembly should rotate toward the rear of the carb, and that tip should be positioned against the end of the pin in the end of secondary throttle shaft. As the choke opens, the lever moves away from the pin. That allows the secondaries to open when the motor is warmed up.

Reason: Added info on Quadrajet secondaries
It seems as if the the choke does nothing at all. Also, its the rear front flap I think, not the rear. The smaller one that stays open. If i push it down, it idles a little rougher. Anyway, we adjusted idle speed and it helps.

I simply cannot interpret this. If you still want help with your problem, maybe it's time for photos showing what carb parts you're trying to describe; or at least a better verbal description.
Cliff Ruggles' book on Quadrajets is a truly excellent reference with lots of close-up photos showing choke linkages, air flaps, choke flaps, throttle butterflys, and everything about these carbs.

The rear front flap? Dude, are you from Mars or something?
You posted on this forum, so obviously you have access to the Internet. If you do a Google search for "Quadrajet tuning" or "Q-jet tuning"you will find untold riches! A plethora, a veritable cornacopia of articles on how to tune it, how to clean it, re-build it, take it apart, put it together, modify it, whatever you want to do to it.
I'm not trying to make you feel bad, but really, you don't even have the vocabulary to describe your problem, or even to understand the answers. I mean, c'mon, how hard is it to look at a picture of a carburetor, with arrows that point to things on it, telling you what they are and what they do, so you don't have to come on here and embarrass yourself by talking about "rear front flaps"? Here are some links to some really great articles on Quadrajet carbs, you have a bit of a learning curve in front of you, but just a little reading will have you able to intelligently discuss whatever you want to about your carb and how it works. Good luck!!
