RR... Your pic shows the 69 the same as the 70. I'm doubting there was a piece with both upper and lower holes on the horizontal as the AIM diagram shows
My 1970 bezels are part numbers 3911144-RH and 3911143-LH. Now I believe these to be the original ones that came with the car when St Louis put it together. The washer holes are in the same position left to right on my bezels.

Thanks. The washer pump is another job on the list and no wiper assembly fitted and no evidence of it ever having been fitted. In fact I wasn't even aware they were an option.
Better late than never, I suppose. Here is a photo of my late production '69 driver side headlight. Just confirms what others have posted.
I have NEVER tried to see if they squirt anything. It always seemed to be kind of a wasted effort to include them on the early C3s. I guess that's why GM dropped them.
