Yes, when I ground the pump to the frame, the pump works like it is susposed to.....three seconds on, then off.
I haven't checked the tail lights yet. I'll get back to you on that.
Is the gas guage working with or without the extra ground?
No, the gas guage doesn't work. The guy I got it from told me about that. He said he tried to fix it but couldn't. I was wondering if the two problems could be related. I didn't look at it with the extra ground....I'll have to check that out. One thing I did notice is that when I put my test light on the gauge wire coming out of the pump, it only lights up about half brightness.
I checked things out. With the hot pump lead wired through the system and the negative grounded through the frame: Again, the pump works as expected, three seconds on, then off. All the tail lights seem to work, with the exception of one backing light. The fuel gage is stuck in the pegged position and doesn't change no matter what I do.

The gauge not working is another clue. According to the manual the signal to the gauge goes through a pink....do you see a pink?
How many wires do you have coming out of the tank?
Your going to have to get a meter. The test light won't get this figured out.

The third wire coming out of the tank is pink. There are three wires coming out of the tank. I'll go buy a meter this week, although I don't really know how to use one. Guess I'll have to learn!
