I'd guess relay. Does it open if you close it manually and then turn on the headlights? If not, then the actuator seal is bad. Easy fix with the right seal kit.

Have you reached the mechanism from underneath to try opening and closing the headlight by hand?
Is it possible that it's gotten 'locked' in the open position because the 'knee' is out of adjustment?
You can pull down on the 'pin' the 4 springs fasten to in order to close the door. The 'pin' is in the center of this picture. Don't pull on the plastic switch; it's pretty fragile.
Once you free it to move perhaps you'll be able to determine the problem.

ok that worked..it was stuck...the actuators are still very slow and out of sequence. Not that is any surprise but perhaps changing the actuator seals may assist in there struggles...Thanks very much
In over a 100K mi. on our '73 the only headlamp bucket failure has been the actuator seals. Once replaced it was like a new car. Hoses, etc., all original.
