I have a 77 vett that i just picked up and from the begining the headlights will not open. i have gone through what i think is 90% of the vacuum lines and found nothing wrong. looks like the guy before me recently replaced them. Is there another way to troubleshoot this issue? would it be a regulator, acuator.... any help would be appreciated.

There are quite a few reasons that your lights flip up....or don't. It's very rarely the vacuum hoses themselves, (unless their not hooked up in the proper way), it's rather the switch, relay or actuators.
If you click on the second 'sticky' at the top of this list of threads, you'll see a link to headlight trouble shooting information.
I'd think you could start by going through that.

After running a few test with a vacuum pump i have come to the conclusion that the left actuator diaphram is bad. do you guys know if one auctator being bad will cause both lights not to raise and lower when switch is pulled?

No. Each side has an actuator. Have you checked the relay for the left side?
After changing both seals and boots on both actuators I still can't get the lights to raise when I turn the lights on. What's a good test to do on the relay switch? Do those go bad?
Many times the seal in the actuators is bad so check them first.
Have you read the article in the link and followed it's instructions? I'm a knucklehead who can barely tie his own shoes without help, and I didn't have any trouble understanding it.
