Side pipes are not going to pass any emmission tests.
After that, cost is dependent on what you want to spend.
Cheapest way is to find a descent used set.
Or you could pay up to $2000 for a new set with baffles and heat shields.

I got a used set for about 1/2 what new would be. Once you put them on a drive around a bit, they'll be used anyway. As much as I'd like to be **** about them, I end up keeping the tops shiney and the bottoms dirty. Unless you lie under the car (and are about 4" thick) it looks great.
Many states offer a bye on the emissions test if you have Collector Car insurance. The theory is a collector car is more well cared for and not driven that much. But some of the collector car insurers don't limit how many miles you drive a year, and some do.
I know what you mean about potholes. Oddly Tucson has some of the crappiest roads I've seen outside of the north east. I lived in Fla growing up and visit from time to time. The roads out there are like Hotwheels track! I sometimes end up speeding simply because I can't feel any bumps.
