Looks like they were installed on the wrong sides. Brackets should be on bottom under rocker panel and not visible. Maybe he likes it that way, but it looks Bubba to me . . .
I'm going out on a limb here and give him the benefit of the doubt and guess he wanted the outlets angled toward the ground either for the look or hopes of less interior noise. I would guess he did have to reverse the side that they were intended for in order for this to work. Like I said, just a hunch

The angle can be achieved by installing them on the correct sides too. You can either bend the tabs a bit, or cut out the mount points about the width of the brackets, then weld them back at an angle.
Mine don't have the bracket in the middle of the side tube, just the one at the end. Not sure how they account for the engine movement with the tube rigidly mounted like that. Seems like it would put a lot of stress on the headers.
