69 headlights

when I turn on the headlights all 4 lights go on, when I push the dimmer on the floor all 4 lights go out, was wondering what would cause that,

All the power to the headlights is routed through that floor switch. It's possible if it's failed that nothing gets through when the brights are activated. Pull the switch and test with a battery and a 12V multi meter.

The low-beam filaments in both 'outer' headlamps are burned out. Check continuity with an ohmeter. If those filaments check "open", replace both outer lamps.
