Default Heater control help?

Hello all, on my 78 I have air coming out of the heater duct with the heater control in the off position. The airflow is directly related to the vehicle speed, ie., the faster I go, the more air comes thru the heater duct. I determined that I can redirect the air by putting the control in defrost or vent. But the off position doesn't seem to be working.

So I'm thinking that the "off" position should be closing a door to stop the air from coming in. Does anyone have an idea how to tackle this problem?

i think its venting the cabin.....i think i read it was normal....

Update on problem, I did some troubleshooting today and determined the outside air valve is not closing. This is the valve located in the passenger side of the windshield wiper well that is operated by vacuum. I can get the door to close with my vacuum gun, but determined that it is not getting vacuum from the heater control. But what I am not sure about is when it is actually supposed to be closed. Is it in fact suppose to close with the heater control in the off position? At this point I am wondering if the heater control is not working properly. Any ideas?

many of us use an external ball valve to stop the flow of hot water to the heater core to help keep downtemps.
