The white hose needs vacuum to bring the door down,the small white striped hose is coming from the valve under the wiper arm,this valve is fed vacuum through the small red striped hose,see if you have vacuum on the small red striped hose. If you don't have vacuum on the small red striped hose then you need to back up to the pulldown under the dash,check your vacuum there.
(If the small red striped hose at the valve under the wiper arm does have vacuum then the valve under the wiper arm is bad,sticky or out of adjustment.It needs to feed vacuum when the wiper arm is down fully.)

Jerry ,its just opposite,with the wipers off the white striped hose needs vacuum on it to tell the relay to close the wiper door.

The small red gets its vacuum from the pulldown valve under the dash and steering column,check the small blue striped hose for vacuum at the pulldown,(were almost to end of the small hose vacuum trail).

1971 vacuum stuff:
Distributor advance can; vacuum reservoir and feeder line; idle solenoid (carb); wiper door (and all associated with it); headlights (et al); HVAC temp control; HVAC settings control; all HVAC ducting door servos; outside air inlet flap servo; heater water shut off valve; wallet.

If the white is on the nipple closest to the ****,then that hose goes to the tach solenoid. It should be on side of the solenoid with the vent port,check the hose on the other end of the solenoid for vacuum( i think its yellow striped).

EDIT-confirm your on the correct pulldown,colors should be red and blue.

I think were getting close. Make sure the hose is not on the vent port. Then check for vacuum coming into the solenoid. If you have vac coming in on the yellow,the tach solenoid could be dirty and plugged up.
Lets use Ernie's diagram and see if we can get this resolved.
Confirm that your on the correct pulldown,you said white ?

It was difficult to see but I believe the right side pull down switch had a white striped hose (no vacuum detected) and a red stripe hose... Is this correct?
The white hose, when I pulled it off the pull down, had what looked like a brass nipple on the end. I couldn't see to reattach it cause it was almost mashed up against my face to see...

Note: I was checking the pull down switch on the right when sitting in the drives seat...

Sounds as if you might have some hose colors that don't match the above diagram BUT that is not the important thing.
Whats important is where each hose goes , not its color.
Make sure your hoses follow the diagram above.
The pulldown needs vacuum for the wiper door to function.

Make your life easier. Take out your drivers seat. Take out your t-tops if you have a coupe. It will take you 10 minutes. Then get a pillow and lay it down where the seat used to be. Get on your back with your feet hanging out the rear of the t-top edge or resting on the rear panel if you have a vert. It will be much easier for you to troubleshoot your issues under there.

Yeah I was thinking of doing that yesterday when my cheek bone was mashed against the bottom dash and the hose was a 1/4" from my eyeball...

OK, took the seat out and not even a penny there under it. I really thought this would pay-off, but I guess not.
It's been too hot here to stand on my head and look under there but tomorrow i'll give it a try...

Ok working from the diagram, HOSE H is getting NO vacuum from the Wiper solenoid. It appears to be getting vacuum tho from HOSE 7.
Need some more info on the WIPER SOLENOID that Hose H and 7 attach to...
My Solenoid had one of the intakes plugged on purpose, Im guessing this was the VENT intake?? (UNplugging it; no help)

Questions; There are 2 electrical contacts on the solenoid. Where do they go, how does it work?

What usually goes wrong with these solenoids?

How do you remove the solenoid? It's really jammed up there. Any threads or advice on that?

The yellow wire on the solenoid should be hot with the key ON,grounding the blue clicks the solenoid.

Solenoids can get dirty and plug up and can be cleaned.

Is it attached to the tach housing ?

You can remove the 2 bolts from the column, the screws from both sides of the dash,remove the little side console piece,loosen all the screws at the top of dash and swing the bottom out a little.
