Windshield Wipers are "sticky"

Windshield Wipers are "sticky"
The wipers do not slide smoothly over the glass... they seem to "stick" intermittently.
The wipers "grab" the windshield... and eventually bump into one another and get intertwined.
Several brands of new wiper blades have no effect.
So, is it the arm linkage, or is the motor in need of replacing?
Note: I have 14" wipers on the car now, but the blades are still sticky.
I found a thread on adjusting the arms, so I will see if that does it.

Clean it with an ammonia product or I like to use Invisible Glass......also I never run my wipers on a dry windshield....I spray water or glass cleaner on it first.
Also clean the blades thenselves as they might have picked up something.
