Default OFF current draw

What is the acceptable current draw in a C3 with everything turned off except the quartz converted clock? My meter is bouncing between .01 amp and .02 amps. Asking because my battery goes dead after about a month with no charger on it. Once recently when I went to hook up my battery and sparks began to fly so I couldn't connect. I looked to the starter solenoid and heat shield above it. They once made contact before and scorched the shield. This time I removed a section of the shield and the heavy sparking went away when I went to re-hook the battery.

Install a cutoff switch on the battery negative terminal.

This is what I did. It works great until you forget to disconnect it. D'oh!!!!
