Two real choices: A well tuned Q-Jet or a Holley will both work. Do forum searches, talk to clubs by you, go to car shows and look at BBC's or Vettes to help you make a decision.
Both types of carbs are capable of supplying what is needed to make the machine run well and hard. I would look at one of the speciality carb houses; like SMI, JET, Carb shop or others and have a carb build to your cars specs. The cost will end up being the same since you have to get one anyway.

I would first ask if the car runs correctly. I assume you meant that the choke plate is wired open. If the car runs OK, you can remove the choke plate - many don't use a choke. OR you could have the choke parts replaced to make it function, and put a rebuild kit in it to freshen it up. If you buy a new or rebuilt carb, it will still need some tuning to get the best performance. So either way you will need someone to tune the carb. Find a good mechanic and let him give advise, or do it yourself, ask Lars for his paper on tuning.

The Holley, if it's the right size and type for your engine configuration, can be tuned and set up to run just great without the choke system. I would suggest removing the entire choke system and properly setting up the carb - I think you'll find this to work just fine. If you send me the carb, I can do that for you and test it, if you're hesitant to do it yourself.

My 69 has not had a choke since 1971. Several were just locked open, some didn't have a choke at all. Never had any problems. The Demon on there now has no choke horn at all. The 2x4 Edelbrock setup they were blocked open.
there is nothing wrong there,whoever had it just wired the choke open so it couldn't close on its own.let lars set it up. all holley will do is put it back to stock, Lars can set it up for your car.
From what I see in your first picture, you already have the manual choke mechanism on the side of the carb that will allow you to install a cable for the manual choke. If you don't care for a manual choke, that mechanism can be removed and an electric choke installed in its place. Everything is sold at Summit Racing.

I say remove the choke mechanisms .make sure the carb has the correct jetting and other parts.get rebuild kit from holley .set the blades to expose .020 of the idle slots.
