As for re-riveting it.. you could use the original style buck rivet or you could use a large pop rivet. I beleive either will hold. Remove is easy once you get to it.. If you use a thin chisel they will pop right off.
Willcox: You misread my question. My question is "Any ideas on how to safely peen the aluminum rivets? I want to stay original, but am afraid that I'll damage my windshield by swinging a hammer." I bought the oem-style rivets sold by that Dr. guy. They are soft and peen easily. But, the wiper tray doesn't offer a great deal of maneuvering room.

I've never done one but since they hammered in from the glass side it will create quite a challenge. Your probably going to need some sort of large C clamp the crush them. On the 58-62 rear rebound straps and on other rivets we can get to, we have a tool for doing this. But I don't think it will reach that lower one.
The rivets do crush down pretty easy though so possible a buck on the engine side and a small hammer would do the trick.
